When I access the task manager (Ctrl+alt+del) all I get is the Applications window. There is no tool bar, no other tabs: Processes, Performance, Networking, Users.

There is also not window control: minimize, maximize or close window. The only way I can close it is to right click on the icon in the task bar.

I have run updated anti virus and anti spy/malware. I have run all pc diagnostics. I have full administrative rights. I have rebooted several times.

What else can I do to troubleshoot this?
