Despite my active anti-spyware and anitvirus software, my desktop now has spyware. The tricky part is, not only does it prevent me from going to any websites where I can download antispyware, it will not allow my antivirus and antispyware programs to run, giving a pop-up message saying the .exe files are infected. Starting in safe mode does not work, as the computer goes to blue screen and shuts down “to prevent further damage”.
Do I have any options short of doing a complete restore?

if you can get online, run a free scan from Trend Micro
I would format a flash drive and install a anti virus right onto it. Then run it off there hoping the spy-ware does not block it. But it seems like you might have to do a system restore.
At this point, its your best option. Now that you see that virus and malware protection is not 100 percent effective and the truth is none of it is even 90 percent effective, common sense, add to your protection tools. It doesn’t matter what you use for protection and using protection gives a user a false sense of security. If you are going to use P2P, torrents, download free software, visit porn sites, you WILL become infected.
Looks like you will have to reinstall your operating system, you can use your recovery CD or DVD or operating system to reinstall the system If you do not have one and would like to know of a free one Ubuntu 9 04 and it also has the best security.
Same thing happened to me about a month ago. Ultimately I had to do a restore. That did not work and I had to reformat. Take note of the anti-virus and anti-spyware you have used. Maybe a switch is in order. I have since switched mine and have not had any issues. I use the freebies – Spybot and http://free. avg. com / for protection. Good luck.
I suggest you try Avira AntiVir Rescue System “Avira AntiVir Rescue System is a Linux-based application that Allows accessing computers that can not be booted anymore Thus it is possible to:. Repair a damaged system, rescue data, scan the system for virus infections “. Download it on your computer (if you can) and burn it to a disk, if not use another computer to download it. Then boot your machine using the disc. You may need to change the boot order in your BIOS setup to have your computer boot from your CD / DVD drive first. Depends on how you have your machine setup. Most new computers have no floppy and want to boot from the CD / DVD drive first. Your cpu sounds pretty badly infected. Have you tried disabling your internet as well as starting in safe mode? If you can download a fresh new scanner so that may help, as your current scanners may already be infected. I wish you the best of luck. http://spyware-review. net
